From right to left, Kee and then Lung. The original name means "Chicken's cage." It gradually changed to become Keelung.

Variances in depictions

The website shows the same flag design as above, while globalflag and show the same emblem (three peaks on an ring open above and white stylized lettering overall spelling inverted "基隆") but up on a yellow background with large brush lettering spelling non-inverted "基隆市".
