These flag and arms were established by the SHAAP on 18 April 1947, approved by the Ministry of the Interior on 17 February 1948, a relatively late date, and published in Diário da República: II Série on 24 February 1948, see here
Thereat we say that 1948 was "a relatively late date" for the creation of these symbols, considering that most like them (on mainland Portugal) had been created/approved in the previous decade. Also according to Sérgio Horta that is because the original proposal of the SHAAP was different, and there must have been some back and forth that delayed the process.
That previous, never approved, proposal of arms and flag was created on 13 June 1928 (date of the SHAAP minutes detailing it); it lacked the castle and included on the scroll the epithet "VILA DE" (=town of), either of which might thave been the cause of disagreement. If ever approved, there would have been one more of those dreadful purple and green municipal flags in Portugal. The arms were Argent, a fess wavy Azure between four grape bunches purpure leafed Vert.

Presentation of Celorico de Basto

Celorico de Basto Municipality is part of Braga District, Norte Region, NUTS III subregion of Tâmega e Sousa, traditional province of Minho, traditional subprovince of Baixo Minho, and historical realm (and proposed region in the 1998 referendum) of Entre Douro e Minho (between Douro and Minho). It had 17643 inhabitants in 2021 and covers 181,07 km².
