It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of blue and white.

Shield Argent with base wavy of Azure and Argent, crowned by a watermill's wheel issuant Gules, in central chief a flamy sword Azure balancing a pair of scales of the same. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black initials: "SOSA"
Meaning:
Sword and scales are attributes of St. Michael.
