This is on the one side a world map, on the other a flagchart. Some comments:

• Flag of Palestine is shown; flag of Taiwan is not, of course;
• Sikkim is shown on the map and on the flagchart;
• Actuality: old Bosnia-Herzegovina flag is shown, but recent DR Congo;
• Afghanistan flag shown is the one of 4/92-12/92;
• minor mistakes in the colouring (especially yellow) e.g. Vatican, Zambia, Namibia, Latvia;
• mistakes in proportions: many, e.g. Turkmenistan 2:3;
• Luxemburg flag: the central stripe is only half the width of the others

The text is uncredited, but can be assumed to have been authored by the flag designer himself, Pedro Rolando dos Reis Martins (no relation). The article is illustrated with one linedraw image of the seal and two photos of flags, tightly cropped to show the central emblem and leaving their edges off-frame. The article refers to the national law that governs subnational emblems, and quotes it obliquely concerning some interesting aspects. It is not clear, however, how much these guidelines come from the general law on local symbols, from the conditions previously set by the municipaly concerning the design of its emblem, or from the designer’s own thought.
