The the plain triband is the bandera nacional, confirmed as the
pabellón nacional by Decree No. 1323 of 31 March 1950.
Christopher Southworth, 05 Oct 2003
According to the Peruvian Ministry of External Relations (at
www.rree.gob.pe/simbolos/bandera.htm),
this is the bandera nacional para izar (national flag for hoisting).
Plain red-white-red triband; for use on private buildings, houses, vessels,
factories, etc., on patriotic holidays and as directed by law or special
decree. (See also the other three national flags:
pabellón nacional para izar,
bandera de guerra and
estandarte.)
Joe McMillan, 05 Nov 2002
According to [a8m86] the
flag without arms is used as civil flag and ensign, whereas the
flag with arms is used as
state and war flag/ensign. Both the flag and the arms have been
adopted by law on
25/2/1825.
Nicolas Rucks, 16 Feb 2000
In Peru, I’ve been told, every citizen has to fly a national flag on
national day, too. Doesn’t matter how poor a hut is, every building is
flying the national flag.
J. Patrick Fischer, 31 Dec 2004
According to the
English
Wikipedia, this would be July 28-29th, a
two-day official patriotic celebration.

The protocol manual for the
London 2012 Olympics
(Flags and Anthems Manual
London 2012 [loc12]) provides recommendations
for national flag designs. Each
NOC
was sent an image of the flag, including the
PMS shades, for their approval by LOCOG. Once this was obtained, LOCOG produced
a 60 x 90 cm version of the flag for further approval. So, while these specs may
not be the official, government, version of each flag, they are certainly what
the NOC
believed the flag to be.
For Peru: PMS 186 red. The vertical flag is simply the horizontal version turned
90 degrees clockwise.
Ian Sumner, 10 October 2012
The Constitution defines the flag, but doesn’t give any illustration and color specification:
congreso.gob.pe (Article 49): "The symbols of the
Nation are the flag with three vertical stripes in red, white, and red; the coat of arms, and the national hymn, as established by law."
The Flag Manual - Beijing 2008 gives Pantone colors: PMS 032 (red), PMS 102 (yellow), PMS 355 (green), PMS 292 (blue), PMS 440 (brown), and PMS Black.
The Album des Pavillons 2000 [pay00] gives approximate colors in Pantone and CMYK systems:

MARCHA DE BANDERAS
Arriba, arriba, arriba el Perú
y su enseña gloriosa inmortal,
llevad en alto siempre
la bandera nacional.Tal la llevaron con gloria y honor,
héroes peruanos de invencible ardor.Arriba, arriba siempre la bandera nacional.
Es la bandera del Perú,
de rojo y blanco color,
cual llamarada de amor,
que en Ayacucho y en Junín
victoriosa amaneció con el
sol de la Libertad!!!
