Overview

Adopted: 1 Febuary 1995. Ratio: 7:11. Väike-Maarja is a rural municipality (vald) in Laane Virumaa County (Maakond).
Dov Gutterman, 25 January 1999

White over blue (1:2) with a vertical stripe at the hoist countercharged. The width of the hoist stripe is equal to the width of the top stripe, producing thus a blue square canton charged with a white raindrop.
Jorge Candeias
, 5 April 1999

Avanduse vald is part of Väike-Maarja vald since 20 October 2005.
Erki Kurrikoff, 4 November 2005

The flag has the same 7:11 (height to width) proportions as the flag of the Republic of Estonia, but is no larger than the national flag (106 x 165 cm). The surface of the flag is divided into four fields such that the upper field on the hoist side is a square with a side length equal to two-fifths of the flag's height. The upper hoist-side field and the rectangular field located diagonally below it are blue; the lower hoist-side field and the field located diagonally above it are white. The upper blue field on the hoist side bears the image of a white water droplet. The shade of blue for the coat of arms and the flag is PANTONE 2985 (c – glossy, u – matte). CoA: The escutcheon is divided into four fields, with the upper sections forming squares. The upper right and lower left fields are blue, while the upper left and lower right fields are silver. The upper right field features a silver image of a water droplet. This description of the heraldic division arises from the fact that the coat of arms is described from the perspective of the bearer: from the viewer's standpoint, the heraldic left is the right, and vice versa. The municipality of Rakke was merged into the municipality of Väike-Maarja through the 2017 administrative reform.

Translated from <www.rk.ee>: Red, gold and silver are the colors of apostle Simon (center of the municipality is located in the village of Simuna). Waves refer to Pedja river. Silver cross on red refers to the Danish government during the middle ages.

Avanduse vald is part of Väike-Maarja vald since 20 October 2005.
Erki Kurrikoff, 4 November 2005

The municipality's flag was a banner of arms featuring a red vertical stripe with counter-wavy edges centered on a yellow field; a white Latin cross was placed in the center of the red stripe. The ratio of the flag's width to its length was 7:9, and its standard size was 105 × 135 cm. Red, gold (yellow), and silver (white) were the heraldic colors of the Apostle Simon. A wavy band represented the Pedja River, while a white cross on a red field signified both Avandus's location on the eastern border of the former Danish administrative territory and the famous Danish-German dispute over Christianization.

Adopted: 19 September 1994. Ratio: 1:1. Rakke is a rural municipality (vald) in Lääna-Virumaa County (maakond).
Dov Gutterman, 25 January 1999

Silver point refers to the limestone. There is factory of lime in Rakke. Seven petals of cornflower refer to seven former manors which constituted the municipality. Water drops refer to the important supply of groundwater in municipality.

Erki Kurrikoff, 11 April 2001

The municipality's flag was a square banner of arms. On a blue field, there is a white triangle extending from the bottom corners of the flag to the center of the top edge. In the center of the white triangle is a blue cornflower with seven petals. There is a white water droplet on each of the blue fields. The standard size of the flag was 105 × 105 cm. The white triangle represents limestone, the lime produced from it, and their use in construction. The seven petals of the cornflower symbolize the seven manors that formed the Municipality of Rakke. The white water droplets indicate the location of the municipality's lands within the Pandivere water catchment area. In 2017, the Municipality of Rakke became part of the Municipality of Väike-Maarja following an administrative reform.
