As reported by Rusimir Djedović (Novi grb Gračanice, Gračanički glasnik, Časopis za kulturnu istoriju Gračanice i njene okoline, No. 1, May 1996) (text), the coat of arms adopted on 29 April 1996 is "azure on a
hill in the base vert a fort with a clock tower, embattled walls to
sinister and roof in dexter, in the base a crescent decrescent and a
mullet argent voided or inscribed '1528' sable, all bordered or in the
chief inscribed the municipality name sable".
The designer of thearms is Jasmin Mulabdić, an engineer from
Gračanica. The Municipal Assembly introduced minor changes to his
original design, including the green color of the base, originally
designed as blue.
The golden field within the crescent and star represents the sun. The
year inscribed is the first mention of the town in documents.
Djedović also refers to the previous coat of arms, which, "representing that period with the entire design and symbols, was used for several decades". I guess that this refers to a coat of arms of typical Socialist design that was adopted in the 1970s.
