The Decision of the Constitutional Court issued on 31 May 2007 in the official gazette of Bosnia and Herzegovina Službene novine Bosne i Hercegovine, No. 45, invalidated the former symbols of the Federation of Bosnia and Herzegovina, which were abandoned.
The contest for the design of the new symbols of the Federation was announced in December 2007.
As reported on 26 February 2008 by the news agency Fena, the commission to judge the proposed symbols was formed by members from both Houses of the Federal Parliament. From the 118 proposals submitted, the commission eventually selected three flag proposals and three arms proposals.
The commission was headed by Ismet Osmanović, who told the journalists that the selected proposals were in accordance with the requirement of the contest regarding the constitutivity of all three peoples of Bosnia and Herzegovina. He added that from the 118 proposals, 93 matched that criteria. The commission first short-listed 16 arms proposal and 15 flag proposals; on a session held on 25 February, they narrowed the selection to the remaining three flag proposals and three arms proposals. The commission shall have at least one more session to decide whether they are going to ask for "improvments" by the designers; eventually they shall submit to the Parliament one coat of arms proposal and one flag proposal, for decision. Osmanović was not willing to speculate how long it may take until the Federation gets the new symbols.
The selected proposals are shown on a photo.
Regarding coat of arms proposal identified as "B" on the photo, I would guess that the coloured wedges actually represent roofs, the black rectangles are windows, so that the entire coat of arms represents a tightly packed willage of three houses - different roofs standing for different nations - living together.

The Army of the Federation of Bosnia and Herzegovina was formed, according to the Dayton Peace Accords, by merging the Army of Bosnia and Herzegovina (Armija BiH, that is, the Bosnian army) and the Croatian Defence Council (Hrvatsko Vijece Obrane ) - HVO, that is the army of Croats in Bosnia and Herzegovina).

1. HGZ VF (1. Hrvatski Gardijski Zbor Vojske Federacije, 1st Croatian Guarding Muster of the Army of the Federation) is the largest unit of the Croatian component of the Army of the Federation of Bosnia and Herzegovina.
The color of 1. HGZ VF was granted on the celebration of the 7th anniversary of HVO, held on 8 April 1999 in Mostar, by General Major Stank Sopta, former Commander of HVO (Velebit, No. 204, 15 April 1999). The flag is the Croatian tricolor with a checky shield over a cross forming a triple wattle ornament.or Stank Sopta, former commander of HVO.
On the photos in the same article is visible the former military flag of HVO: a monocolor field, probably olive-green, with the symbol equal to the shoulder patch of HVO, a golden-bordered olive-green in "inverted shield" shape, with a checky shield surrounded with rope circlet, under it two black crossed rifles and under that the white letters "HVO".
