From <www.tapa.ee>:
Coat of arms - is a forked silver cross on a red shield, a double
- edged silver sword across the lower branch of the forked cross
with the golden hilt on the left. The forked silver cross is the
railroad from Tallinn and its branches to Narva and Valga. The
silver sword marks the spot between Tapa and Tallinn where in
1918 Estonian forces stopped a Russian assault. The surface of
Tapa's flag is divided alternately into four red and three white
horizontal stripes. The outer upper and outer lower stripes are
red both with the width of 2/9 of the flag; the three white and
two red lines between these have each the width of 1/9 of the
flag. Again, the three white stripes represent the rail lines to
Tallinn, Narva, and Valga.

Saksi vald and Tapa linn with Lehtse vald from Jarvamaa county have
formed a new municipality called Tapa
vald at 20 October 2005.
Erki Kurrikoff, 4 November 2005
The Tapa flag was the flag of the town of Tapa.
The flag was adopted in October 1992.
Since October 2005, Tapa has been a town within a rural municipality. At that time, the town of Tapa, Saksi Parish, and Lehtse Parish (from Järva County) merged to form Tapa Parish. Since then, the new symbols of Tapa Parish have been in use.
The flag is divided horizontally into alternating red and white stripes—four red and three white. The top and bottom stripes are red, each with a width of two-ninths of the flag, while the three white and two red stripes between them each have a width of one-ninth of the flag.
Although the city flag is no longer official, it is still used when needed. And it appears that the flag's dimensions were (and are) 1:2.
The town of Tapa formed the new Tapa Municipality together with the municipalities of Saksi and Lehtse in 2005.
