As for subnational flags in São Tomé and Príncipe, before independence both the local municipalities had coats of arms and flags.

Before independence in 1975, the territory was split in 2 municipalities – one for each main island and their respectively adjoining islets. See map and other details at https://www.heraldicacivica.pt/stm.html in Sérgio Horta’s HeraldicaCivica.PT.

As seen for the cases of almost all Portuguese municpal arms (and flags) in Cabo Verde and of a few cases in metropolitan Portugal, here the name of each municipality is that of its island, but the toponym born on the scroll is that of its seat settlement.

Likely never had a flag; this district was replaced by the Autonomous Region of Prince Island in 1995.
