There is a new flag for Sandefjord (after mergering with Andebu and Stokke in 2017).

I found a nice drawing image on https://www.sb.no/kommunevapen/sas/sandefjord/dette-kan-bli-sandefjords-nye-kommunevapen/s/5-73-198202. The image shows 2:3 flag dimensions.

This is a page titled "Dette kan bli Sandefjords nye kommunevåpen" ("These can become Sandefjord's new municipal arms.") It's an article on sb.no (Sandefjords Blad) about the decision of the jury deciding on the design of the arms. It dates from 25 April 2016, predating the official adoption, the actual merger at 1 January 2017, and Riksarkivaren's letter of 16 June 2016 where the decision of Riksarkivet is given. This includes that the arms can well be drawn differently, as long as they are in the heraldic style.

Coat of Arms

[COA of Sandefjord] image by Tomislav Šipek, 22 October 2015

The coat of arms was approved with the royal resolution of 9 May 1914 and drawn by Andreas Bloch. [c2j87] mention no flag and it may be a later invention of local administration. As usual for the older coat of arms [c2j87] provides no official blazon. The English blazon may be something like: or a Viking ship sable with a sail paly gules and argent under a whale embowed.
The Viking ship displayed in the shield is meant to represent the Gokstadskipet - the Viking ship that was excavated in 1880 making an international archaeological sensation at the time. (See e.g. http://www.gule.tv/2015/03/gokstadskipets-gule-og-svarte-skjold.html)  The whale states the leading role of Sandefjord in whaling industry - that was the major town's industry since 1905.
Apparently, Sanderfjord was recently joined with Stokke and Andebu municipalities and there is consideration of adopting a new joined coat of arms, see e.g. the presentation http://www.sandefjord.kommune.no/globalassets/nye-sandefjord/rapporter-etc/oslosamling_kommunevapen-en-presentasjon.pdf,
http://www.sandefjord.kommune.no/globalassets/nye-sandefjord/fellesnemnda/komiteer/kommunevapen/15-05-28-temakomite-kommunevapen.pdf,
also http://www.sandefjord.kommune.no/Politikk-og-innsyn/kommunesammenslaing/siste-nytt/
(although this link may change soon)
I don't think that these and other links at the municipal site mention anything on the history of the current flag, but I may have not browsed long enough.
