Flag

The flag is white with a blue border around it. in the middle is the seal of New Cumberland in blue and white. 15 blue outwards pointing stars encircle the seal. a white ribbon with blue shadows reads "Sesquicentennial". at the bottom is the date "June 22, 1989", which was the 150 anniversary of New Cumberland as an incorporated city.

Despite it looking like an anniversary flag, the flag still appears inside the city building, which could make this an official city flag.

The seal is a blue ring with a dark-magenta outer border, from the left side of the ring to the right side of the ring is the text "NEW CUMBERLAND, WEST VIRGINIA", at the bottom of the ring is the year "1839" the year New Cumberland was incorporated as a city. This ring is followed by a second smaller ring of light blue. At the bottom of this ring is the city motto "GOOD PEOPLE MAKE A GOOD TOWN" In the center is a series of buildings on land next to a river. These buildings are an old schoolhouse, a white church, a blue depot, and brown silos with yellow roofs. A grey barge filled with coal is seen on the river.
