Gold Star-Blue Band is the design selected by the Berkeley County Commission for its new county flag during a regular meeting Thursday.

In a unanimous decision, the Berkeley County Commission officially approved a county flag design following a presentation Thursday.

The design, Gold Star-Blue Band, was first presented to the commission during its Nov. 2 meeting by Matthew Umstead, policy and strategic planning director. The initiative to design and adopt a new county flag was led by the Berkeley County 250th Commemoration Steering Committee, and Gold Star-Blue Band was its recommended selection.

During the Nov. 2 meeting, Umstead said the options for the flag were submitted by graphic design students at James Rumsey Technical Institute. Once submitted, the steering committee held a vote to make a recommendation to the commission. According to Umstead, the committee consisted of approximately 25 people who represent the county in various ways.

Umstead told the commission the vote was not unanimous, but the majority voted for Gold Star-Blue Band.

The elements of the design showcase a simple, straightforward presentation of the county, surrounded by stars and situated between bold color bands on the upper and lower edge.

The design features gold and blue colors, a nod to the colors of West Virginia. A silhouette of the county is shown in blue. Also in blue are two bands, representing the two municipalities of the county, its abundance of water and that Berkeley County is the second-oldest county in the state. Six stars represent the county’s magisterial districts. They are in clusters of three, located to both sides of the county. This loosely symbolizes the mountainous ranges — Warm Springs Ridge, North Mountain and Blue Ridge Mountain — within the county.

Vice President Eddie Gochenour said he felt like the county was too small on the design. Commissioner Steve Catlett agreed, stating he felt there was “too much white space.” He suggested increasing the size of the county image as well as the stars. Jokingly, he suggested placing a star on Hedgesville.

No action was taken at that time, but the commission gave its consensus to support the recommendation, pending minor scale adjustments.

On Thursday, Umstead presented the updated design.

“Essentially, what was adjusted was the scale of the size of the county in the design,” he said. “It’s actually much more prominent, larger, consuming more of that white space that we discussed.”

Commissioner James Barnhart asked how many flags would be needed once the design was selected and where they would hang the flags. Umstead said the atrium at the Dunn Building would be a good place to display the new flag.

County Administrator Gary Wine said the commission would need to give its approval of the design first before distribution discussion could begin.

Its a mainly white flag with a solid outline of the map of the county in very dark blue with thin stripes of the same color (~1/10 of the flag’s height) at the top and bottom edges, the map flanked/bracketed on each side by three upright regular five-pointed dark yellow stars.
   This county, on the map of West Virginia, is located on the eastern “handle”; on the flag you can see other WV territory both at hoist and bottom fly, but Pennsylvania lies to the north, and Virginia to the SW.
