The flag consists of 11 stripes, sloping at a low angle toward the hoist. The stripes are alternating red and white, but the center one is broader and blue, and bears a grey steam train with engine, tender and one wagon. Arched over the train are 7 gold stars mimicking the steam from the train. In the lower hoist is a magnolia blossom, in the lower fly a red camellia. In the upper hoist, the city seal.
