Description of the flag

The flag has a white background and immediately you can see a bridge (with cables?) standing atop the Ouachita River. In an arc above the bridge reads "COLUMBIA, LOUISIANA" in red caps. Directly below that in a tiny grey font reads a year that I cannot discern. Below the bridge reads "on the Ouachita" in a semi-cursive green font.
