Information is available on this site: http://tonewton.com/newton-ks-flag.html

The main info:

The City of Newton flag was designed by native Newtonian Brandon Eck and first introduced in the summer of 2017. It was the winner of the Newton Flag Project's contest and was officially adopted by the Newton City Commission on Oct. 13, 2020.

The flag's design depicts railroad and wheat, two industries that have had a significant influence on Newton since its founding. Additionally, the symbol represents Newton's position as a crossroads and the City's position as a place where cultures intersect to create community. The color black represents the railroad and gold represents wheat. Together, they are a nod to the Newton High School colors and symbolize community pride.

The website shows 2x3 flag designs, but the photo suggests a 3x5 flag.
