Flag

The flag is a vertical tribar of blue-white-red. At the bottom of the flag is a white chevron vertical with an black-red-white-blue outline. In the center of the chevron is the municipal borders with the city name. At the bottom is the phrase "Created by an Act of God 1877". This refers to an event in which a flood redirected the river southeast, natural disasters are sometimes called "an act of God". This created the Carter Lake, which the city is named after. After that is the incorporation year of 1930. Above the chevron is a bald eagle.
