Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

It is a ~3:5 plain light flag with a dark emblem on it. Even though the ISAoC website shows only black and white images, the official website shows the same pattern as white on a blue background, as a backdrop for several official's photos:

These photos however are not showing actual flags, but a doctored backdrop simulating/replacing a wall, as made plainly obvious in this outdoors backhoe photo, where the "flag" simulates/replaces the sky: www.saccounty.org/secondaryroads/main.jpg,

Even though this does not guarantee the white-on-blue color scheme for the flag - contrary to the dark-on-light shown in the b/w image at the ISAoC website - it at least proves actual use of the emblem on it: www.saccounty.org/features/photos/summer/summer_006.jpg.
The emblem is a thick outline of the county map, offset to the fly, broken at NW under the second line of the lettering "Sac County", set at upper hoist in sans serif capitals (typeface Optima in the ISAoC website, Helvetica in the county website), and in it three rings set 1+2 with a landscape in solid outline obscuring the overlapping area, the upper ring reading "quality living" on a voided two-quadrant sector of its rim, the hoist side one quot;industry", and the flyside one "agriculture".

John Johnson sent me a large composite image including among other things a photo of this flag being held by (presumably) county officials - it turns out that it is indeed white with a mostly black emblem. The emblem on the white flag is mostly black with each of the three rings colored differently: Red on top, blue on the hoist (industry) and green on fly (agriculture) - on the rings themselves are colored, not the lettering on them, which is black on white.

It should be noted that this instance of the emblem is slightly different than the one used on the flag - both the b/w photo in the defunct ISAoC website and the flag photo sent by John Johnson: On this version the lettering is set in a fully "grotesque" sans serif style with constant thickness and right angle endings, like Arial or Helvetica, while on the flag it is slightly more "humanist", like Optima. Some details of the logo also vary: While the flag version has the lettering on the rings boxed inside a white outline, this has cutout letters directly on each ring. The landscape is smaller on the flag, fully within the width of the two bottom rings, while this version shows it wider and perhaps with differing details.
