Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

It is a ~3:5 light (white?) flag with lettering and a large emblem. The lettering reads "Lucas County" in bold serif letters under a line-drawn depiction of the county courthouse, seen from the tower corner (commons.wikimedia.org/wiki/File:Lucas_County,_Iowa_Courthouse.jpg). This building is located in the county seat, Chariton.
