Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

It is a ~2:3 plain light (white?) flag showing a large emblem centered on it. This emblem consists of a disc filled with a local landscape scene featuring a building (apparently not the Johnson County courthouse (en.wikipedia.org/wiki/Johnson_County_Courthouse_%28Iowa%29) and a ploughed field, surrounded by lettering reading "Johnson County - Iowa Sesquicentennial" (above) and "1846 - 1996" (below) set in black (?) serif
capitals.
