Quoting the Dickinson County Courthouse Newsletter from July 15, 2015:

"Congratulations to Rebecca Lev from Lake Park, Iowa for her winning design of the new Dickinson County flag! A board composed of Dickinson County employees chose Rebecca’s artwork. After receiving 105 entries, this group then each placed a ballet for their 3 favorite entries. The contest began in April and the winner was chosen Memorial Day weekend. The flags should arrive in late July and one will be on display in the community room at the courthouse. All entries can be seen at the Veterans Affairs office located at the courthouse. Dickinson County thanks all of those who participated and a special thank you to students at the Okoboji Middle School who made designing a county flag as part of an art project. All entries were thoughtful and well received.

Flag used at sesquicentennial celebrations

Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

Archived copies of the pages about Dickinson County are still at web.archive.org/web/*/www.iowacounties.org/County+Info/History+Pages/dickinson.htm and web.archive.org/web/*/www.iowacounties.org/County+Info/Flags/Dickinson.htm. It is a ~11:20 plain light (white?) flag showing an emblem and lettering. The lettering reads "Dickinson" in black (?) serif capitals along the top. The emblem consists of a stylized sun with four elements inside its disc. The sun is white (?), disc and rays outlined in black, and has 12 triangular rays, aligned cardinally and touching each other at the base, tips touching an imaginary circle whose diameter is ~3/2s larger than the disc's diameter. Inside the sun disc, set in a 2x2 grid, there are four icons symbolizing local attractions, those on the bottom bleeding outside the disc contour: an cob of corn on the top hoist quadrant, an ice skating boot with its blade on the top fly quadrant, a wooden fort with a flag on its roof peak on the bottom hoist quadrant, and a camping tent between two firs on the bottom fly quadrant.

According to the booklet [u9s03b] (3rd and 4th images of the 2nd row of page 4), the flag is white and the lettering is blue; the sunrays are filled in yellow and its disc is divided in 4 quadrants by a thin yellow line. Inside, the ski boot, the tent, and the water is blue, the trees and the corn leaves are green, the ship is black, and the corn cobs are yellow with black lines.
