Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.
Archived copies of the pages about Chickasaw County are still at web.archive.org/web/20021218220716 and web.archive.org/web/20031013102355/. It is a ~4:7 plain light (white) flag showing a large, mostly empty, seal-like emblem line-drawn in a single darker shade. This emblem a plough on some ruts of ploughed ground surrounded by a text on a full arch (which suggests
a seal, but lacks the usual outline rim edges) reading in bold thickly serif capitals "Seal of the County of Chickasaw".

According to the booklet [u9s03b] (page 3: 4th image of the 1st row and 1st image of the 2nd row), the flag is indeed white, but the emblem is in three colors: Background white, lettering and line draw black, and dark brown filling the ground ruts and the blade of the plough.
