Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.
Archived copies of the pages about Crawford Taylor are still at web.archive.org/web/*/www.iowacounties.org/County+Info/History+Pages/crawford.htm and web.archive.org/web/*/www.iowacounties.org/County+Info/Flags/Crawford.htm. It is a ~3:5 plain white (?) flag with a large state map outline on it in a dark color, and a five-pointed star marking the county seat location, identified with small inscription "Denison" flywards from the star and "Crawford County" smaller, under that, both writings set in bold serif letters.

According to the booklet [u9s03b] (page 3, 1st and 2nd photos on the 4th, bottom row), this flag is indeed all in black on white.
