Designed by Luis Villegas of El Centro, the design features a canal passing through farms at the bottom, a seal that features a crown in the middle with the five spikes representing the five bigger cities of the Valley, Mount Signal off center and the sun behind the seal. Gold depicts the constant sunshine of the Valley, and water is the main element since it was the creation of the All-American Canal that brought development to the area.
