"Rectangular panel with a ratio of the parties 2:3, divided on two horizontal strips - yellow and black. In the center of the yellow strip is little emblem in the size of 1/3 from flag height."

"Sable; cop lark with open wings or. Chief broken in seven fractures azure; two sabres in salrite or, ower it is mace in pale or. The board is framed by an ornamental composition from hop leaves, flax flowers and wheaten cones. The board is crowned by the crown argent with the oblast' arms.
The public name of Popil'nya and, accordingly, Popil'nyans'kyi region symbolizes or cop lark ("popeluh"), like a fantastic bird Phoenix who revived from ashes. Sable is an additional symbol of ashes which has entitled area. It also a symbol of the fertile land. The broken chapter means an old story of area which was surruonded by the rests of unique Zmievi shaft - an ancient line of defence of ancient Rus'.
Sabre and mace serve as a symbol of Cossack military glory of area. In the XVI-XVIII centuries there was arena of Cossack revolts and fights. In 1648 there was created military-administrative unit - the Pavolots'kyi register Cossack regiment. Mace is a symbol of the regiment colonel.
