This flag for the town of Marstrand in Sweden can be seen on Google street 
view here:
https://www.google.com/maps. The flag design is the same as the town's coat 
of arms:

The flag consists of three white herring circling a white six-pointed 
star on a blue background. Historically, herring fishing was a major source of 
wealth for the town and its port.
The following Wikipedia page gives a 
brief statement of the flag's history, saying, "The anachronistic coat of arms 
is based on the town's medieval sigil, in use during the free port era."
