It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of white and red.
The flag associated with the first proposal (see below) was maybe identical the one eventually approved, but I am not sure.

Shield Gules, a towered tower Argent masoned Sable with port and windows Sable ,in chief flanked by two flames Or garnisched Sable, in base a boar's monument Argent. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case serifed letters "TORRE DE DONA CHAMA". This is indeed a case of "postcard heraldry", as it shows the relative position of both landmarks as they stand in situ, details see in this photo.

Please note that a different coat of arms for this town existed, very possibly a first version upon which the current one was developed from: It shows a pillory instead of the tower, and the boar is placed dexter of the pillory, which is not centred; the scroll includes the title "Vila de". All else is equal.
Meaning:
The current arms canting, as the town's name means litterally Tower of Lady Flame.
