Niue villages have flags.

"Hakupu is a village on the island of Niue. It is located in the southeast of the island, close to Matatamane Point, and is connected by road with the capital Alofi (12 kilometres to the northwest), Avatele (7 kilometres to the west), and via the east coast road to Liku (12 kilometres), Lakepa (16 kilometres), and Mutalau (on the north coast, 20 kilometres away)." - from Wikipedia: http://en.wikipedia.org/wiki/Hakupu

"The flag design consist of a black stripe running through a circle with 3 black stars inside of it. The Circle symbolizes the unity of the Hakupu village people and also coincides with the tradition village song “KA HOKO MAI A KOE KI FUAI” in which the verse sounds …kua fakaveliveli, tuga ni e mahina… The 3 stars represents the people of Hakupu by the Past, Present and the Future. The 3 stars also corresponds to the 3 main entrances to the village namely: Malakava, Manunu and Mati.
