Consejo Superior de la Empresa (COSEP)

I think Consejo Superior de la Empresa translates to something like "Business Council".

COSPE was founded on 15 February 1972, under the name of COSIP, as a civil association. Currently, it is an umbrella organization of several professional associations representing the private sector (Chamber of Commerce, Chamber of Industry, Chamber of Construction, Institute for Development, Confederation of Professional Associations, Union of Agricultural Producers, Chamber of Fishing, Chamber of Tourism, Association of Poultry Breeders and Food Producers, Association of Producers and Exporters, Association of Car Sellers, Association of Textile and Clothing Industry, Association of Agrochemical Sellers, Federated Chamber of Private Free Zones, Chamber of Mining, Chamber of Urbanists, Chamber of Health, and Association of Coffee Exporters)
The flag of COSEP is white with the logo of the association. However, the present logo differs from the one shown on the submitted image. The photo used as the source for the submitted image does not help, since the details of the flag are hardly visible.
