Banner with new logo of Shelomi Local Council. Very probably the flags show the same emblem. Possibly there are different background colours; already Dov Gutterman reported different colours (see below).

Local Council Shelomi is situated in Western Galilee, 12 km northeast of Nahariyya and only a few kms from the Lebanese border. It is named after the biblical figure A'hi'ud Ben-Shlomi of the Asher tribe (Numbers 34,27). Established in 1956 and Local Council since 1960. Pop. 4,500.
During my visit I spotted the municipal flag on the city hall, light blue flag with dark blue emblem. In this image from www.cityindex.co.il, there are unidentified red and white flags, so those colours may be used too. The municipal emblem was published in the official gazette (Rashumot, Yalkut HaPirsumim), YP 875, 7 September 1961.
