The Town of Varaždinske Toplice (6,364 inhabitantsin 2011, 1,765 in the village of Varaždinske Toplice) is located some 12 km south-east of Varaždin.
Varaždinske Toplice's history tracks back to the ancient Roman period, when it was known as Aquae Isae and famous for its thermal spas. It is not surprising that health tourism is today the most important source of income in the picturesque little town.

The symbols of Varaždinske Toplice are prescribed by Decision Odluka o grbu i zastavi Grada Varaždinske Toplice, adopted on 30 July 1999 by the Town Assembly and published on 19 November 1999 in the County official gazette Službeni vjesnik Varaždinske županije, No. 19. The Decision was superseded by Decision Odluka o grbu i zastavi Grada Varaždinske Toplice, adopted on 16 April 2003 and published on 18 April 2003 in Službeni vjesnik Varaždinske županije, No. 7. Decision Odluka o opisu i uporabi grba i zastave Grada Varaždinske Toplice, adopted on 10 July 2009 and published on 11 July 2009 in Službeni vjesnik Varaždinske županije, No. 19, superseded the previous Decision, which described only the coat of arms and flag but not the ceremonial flag.
The flag, the coat of arms and the ceremonial flag are fully described in the Town Statutes Statut Grada Varaždinske Toplice, adopted on 10 July 2009 and published on 11 July 2009 in Službeni vjesnik Varaždinske županije, No. 19. This is repeated in the current Town Statutes Statut Grada Varaždinske Toplice, adopted on 7 March 2013 and published on 8 March 2013 in Službeni vjesnik Varaždinske županije, No. 7(text).
The session of the Municipality Assembly held "in the
middle of the previous week" appointed the Commission for the choice of the municipality symbols. Josip Kanešić, Deputy Chairman of the Asssembly, was elected the head of the Commission (Varaždinske vijesti, 8 December 1993).
The public competition for the design of the municipal symbols was issued, with prizes set to 5000, 3000 and 2000 HRK and the 30 days deadline. Among other usual conditions, the announcement lists some symbols that should be included:
A) Symbols of the coat of arms
- antique tradition (portal, three nymphs, Minerva statue);
- estate of the Chapter (outlines of the church);
- symbols of thermal water (of St. Martin, of Old City);
- Acuae Iasae (inscribed in the Roman capital);
B) Symbols of honour and official flag
Beside these symbols, affiliation to the Varaždin County should be highlighted. (Varaždinske vijesti, 24 December 1997)
The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.
The flag is in proportions 1:2, dark blue with the coat of arms, bordered yellow, in the middle. The flag in actual use (photo, photo, photo) has the yellow border omitted. This prescription is indeed omitted in the legal texts adopted later than 2009.

The coat of arms of Varaždinske Toplice is "Azure a sea-lion or rampant langued and armed gules holding in his dexter a castle argent roofed gules with a belfry".
As explained in the Town Statutes and latest Decision, the blue field of the shield symbolizes the sulphur thermal spa being known here from the Roman times, the golden "griffin (water lion)" stands for a long, rich history and the tradition of use of thermal waters. The golden outline of the shield stands for welfare in the town. The belfry is the St. Martin belfry, symbolizing "the emergence of town symbols in 1420 by the grant of a Free Marketplace Charter and the right to choose an Executive Board by the Zagreb Chapter, previous owner of Varaždinske Toplice". However, this does not necessarily imply that these symbols are anywhere near that old!.

Ceremonial flag of Varaždinske Toplice, two versions - Images by Željko Heimer, 7 August 2016
The Town Statutes and latest Decision describe a ceremonial flag (photos, photos; video) matching those usually designed by Heraldic Art: a blue gonfalon with the coat of arms in the centre of it, bordered with a
triple-wattled ornamental ribbon (like the ceremonial flag of Brezničcki Hum), and the name of the town above, the fly end with three tails with a golden fringe, each containing an oak ornament. The oak ornaments stand for the wooded and healthy surroundings of the town.
This superseded the former ceremonial flag (photo), manufactured by Valentino vez: a blue gonfalon ending triangularly with a golden fringe, with the coat of arms in the middle, the name of the town in three arches above and a wreath of six maize ears below it.
