The Town of Delnice (6,262 inhabitants in 2001, 4,451 in the town of Delnice) is located 30 km due east of Rijeka. It is today the most important town in the Gorski Kotar mountainous region, no doubt because it is situated on the road Zagreb-Rijeka.

The symbols of Delnice are prescribed by Decision Odluka o grbu i zastavi Općine Delnice, adopted on 3 March 1995 by the Municipality Assembly and published on 8 March 1995 in the County official gazette Službene novine Županije primorsko-goranske, No. 9.
Decision Odluka o grbu i zastavi Grada Delnica, adopted on 31 March 2003 by the Town Assembly and published on 17 April 2003 in Službene novine Primorsko-goranske županije, No. 11, was issued after the change of status from Municipality to Town.
Decision Odluka o mjestima i obvezi isticanja zastave Grada Delnica, adopted on 30 May 2003 by the Town Assembly and published on 18 June 2003 in Službene novine Primorsko-goranske županije, No. 16, prescribes the places where the Town flag is to be hoisted and in which circumstances. basicaly, the flag is to be mandatory hoisted on the Town Day (24 July, St. John the Baptist) as well as on the public holydays of the Republic of Croatia, especially on 1 May, 22 June (Day of Antifascist Struggle), 25 June (Statehood Day), 5 August (Day of Victory and Homeland Thanksgiving) and 8 October (Independence Day).
The places where the flag is to be hoisted in those occasions are in Delnice, on the road entering Delnice from Rijeka and two other specified places in the town, in the settlements around the town where there are seats of local subdivision administration and, where such exist, on the buildings of the culture centers, and in all other settlements (towns, villages) on the territory of the Town of Delnice. Furtheron, the Decision gives permission to all physical and legal persons to use the Town flag on their property or objects that they use in those prescribed days, following the manner of hoisting prescribed in the Decision on the coat of arms and the flag. This is a quite unusual and "liberal" Decision, considering that otherwise the usage of municipal flags is quite restricted in Croatia.
Decision Odluka o I. izmjenama i dopunama Odluke o grbu i zastavi Grada Delnica, adopted on 23 July 2009 by the Town Assembly and published on 24 July 2009 in Službene novine Primorsko-goranske županije, No. 28, mostly reflects changes in the administrative structure of the Town official bodies.
The current Town Statutes Statut Grada Delnica, adopted on 23 July 2009 by the Town Assembly and published on 24 July 2009 in Službene novine Primorsko-goranske županije, No. 27, do not include the description of the coat of Arms and the flag, prescribing that they should be defined in a separate Decision.
However, the previous Statutes Statut Grada Delnica, adopted on 27 September 2001 by the Town Assembly and published on 28 September 2001 in Službene novine Primorsko-goranske županije, No. 22, include the detailed description of the coat of arms and the flag in Articles 11 and 12, respectively. So do the consolidated Statutes Statut Grada Delnica (pročišćeni tekst), adopted on 14 February 2006 by the Town Assembly and published on 3 March 2006 in Službene novine Primorsko-goranske županije, No. 9.
The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka, and approved by the Ministry of Administration / Central State Office for Administration before 2006.
The flag is in proportions 1:2, dark green with the coat of arms, bordered yellow, in the middle.

The coat of arms is "Azure a man standing on a mount vert holding a pick proper".
The man is described in the Decision as "a forestry worker - young, brown-haired, with black hat, clad in a silver shirt with black golden edged overcoat and in green tight trousers wearing brown high shoes".
As shown by Zmajić [zma71], the coat of arms originates probably from the 18th century.

The Local Council of Crni Lug (291 inh. in 2011), part of the Town of Delnice adopted its flag on a ceremonial session of the Council, held on during the village feast - St. Peter's Day, 29 June 2011 (report).
The report calls the Decision Odluka o izgledu zastave mjesta,
which is not necessarily the actual title of the Decision. There is no report of the adoption of a coat of arms or other emblem to go with the flag.
The designer of the flag is not named. However, the chairman of the Local Council, Danijel Popović (presentation), may be tentatively credited the design of the flag. A world renowned designer, Popović is said to have designed, among others, the Heineken beer red star emblem; he has been deigning a large number of Croatian post stamps since the 1990s, receiving a number of world-wide awards for them. In 2003 he retired from professional career in Zagreb and went living to Crni Lug, where he is poltically active.
The flag of Crni Lug is horizontally divided light green-dark green with a white inscription of the place name overall and a red and white roundel
ensigned with an edelweiss flower.
The edelweiss is used throughout much of Europe as a symbol of
mountaineering, for instance as the insignia of mountain troops in many armies. The red and white disk is the orientation mark used to indicate
mountain pathways.
