The symbols were designed by the Heraldic Art d.o.o. company from Rijeka.

The flag is in proportions 2:1 (vertical), light blue (aquamarine) with the coat of arms in the lower half of the flag, centred on the vertical median, so that its topmost point reaches the central point of the flag and its lowest point is 1/4 of the flag length from the bottom.
The flag is also used as an horizontal flag with the coat of arms in the centre, somewhat larger than prescribed (photo, displayed here vertically.

Coat of arms of Pazin

[Town coat of arms] image by Željko Heimer, 22 June 2000

The coat of arms is described in the Decision as "in a stylized shield shape, white with a golden border containing a dark blue (ultramarine) tower with three embattlements with white windows and door openings". The ratio of the height to the width of the coat of arms is 4:3.
The arms are based on a stone carving preserved in the town walls, showing a tower in a bordered shield.

More information on the coat of arms is available in the book Pazinski grb - postanak i razvitak grba grada Pazina by M. Rimanić (Pazin, 2006) and in the article Pazinski grb, published by M. Rimanić in Grb i Zastava, No. 1 (2007).
