The symbols of Ogulin are prescribed by Decision Odluka o grbu i zastavi Grada Ogulina, adopted on 19 July 1995 by the Town Assembly and published on 4 October 1995 in the County official gazette Glasnik Županije Karlovačke, No. 11.
Decision Odluka o izmjeni Odluke o grbu i zastavi Grada Ogulina, adopted on 22 March 2002 by the Town Assembly and published on 28 March 2002 in Glasnik Karlovačke županije, No. 8, changes some procedures on the use of the symbols, as does Decision Odluka o izmjeni Odluke o grbu i zastavi Grada Ogulina, adopted on 4 September 2009 by the Town Assembly and published on 11 September 2009 in Glasnik Karlovačke županije, No. 30.
Decision Odluka o davanju odobrenja za uporabu grba i zastave Grada Ogulina, adopted on 11 February 2010 by the Town Assembly and published on 22 February 2010 in Glasnik Karlovačke županije, No. 5, grants the use of the coat of arms and of the flag to the local
public open university on souvenir items they produce in the workshops.
The Town Statutes Statut Grada Ogulina, adopted on 29 June 2001 by the Town Assembly and published on 2 July 2001 in Glasnik Karlovačke županije, No. 16, include a reference to the Decision adopting the symbols. This is repeated in the consolidated Town Statutes Statut Grada Ogulina - pročišćeni tekst, adopted on 20 March 2006 by the Town Assembly and published on 30 March 2006 in Glasnik Karlovačke županije, No. 10, as well as in the current Town Statutes Status Grada Ogulina, adopted on 17 July 2009 by the Town Assembly and published on 28 July 2009 in Glasnik Karlovačke županije No. 25
The flag is described in Article 9 of the Decision as follows:
Red flag with the coat of arms of the Town in the middle.
The coat of arms is edged with a golden border.
The proportions of the flag are 1:2.

The coat of arms is described in Article 7 of the Decision as follows:
In a red field two silver bars. In the chief of the shield a golden six-pointed Frankopan star. In base of the shield a golden Latin cross.
The original of the coat of arms is preserved in the State archives and the coats of arms are modelled after it.
The star originates from the coat of arms of the Frankopan family, owner of the local fort among other possessions.

The ceremonial flag is described in Article 10 of the Decision as follows:
Red flag with the coat of arms of the Town in the left top corner. To the right of the coat of arms is a silver fort with two symmetrical towers. To the left and the right of the fort are golden oak and linden branches. Above the fort is a silver outline of Klek. Above the outline of Klek is the inscription "Grad Ogulin" in golden letters. The flag is edged with a golden border.
The flag that is apparently used is different from the description of the ceremonial flag given in the Decision
Mount Klek is certainly a characteristic silhouette for the region, while oak and linden are important elements of the old Croatian symbolic, even from pre-Christian era.

A novelty from Ogulin is the flag logo I saw this spring on public lighting poles. The flag is white with a logo and text that reads: Ogulin's homeland of fairy tales. Namely, Ogulin is the birthplace of Ivana Brlić-Mažuranić (1874-1938), a Croatian children's writer. Her crowning achievement is the collection of short stories Croatian Tales of Long Ago (Priče iz davnine), published in 1916, a work containing motifs of the mythological wisdom of the ordinary world, inspired by Slavic mythology.

The flag of the Ogulin Manufacturers' Association (photo) is shown on the town website. As it is obvious from the inscription, it is from year 1908; the caption says that this is the original flag of the association.
