The Town of Novalja (3,335 inhabitants in 2001, 2,078 in the town of Novalja) is covering the northern part of the Pag Island. The area has been inhabited since the ancient times. Novalja was granted the status of Municipality in 1992, which was upgraded to the status of Town in 1997.

The symbols of Novalja are prescribed by Decision Odluka o izmjeni i dopuni Odluke o grbu i zastavi Općine Novalja, adopted on 26 May 1995 by the Municipality Assembly and published on 12 June 1995 in the County official gazette Županijski glasnik Županije ličko-senjske, No. 6, superseding the Decision prescribing the former symbols.
The symbols of Novalja are described in the current Town Statutes Statut Grada Novaljae, adopted on 14 July 2009 by the Town Assembly and published on 30 July 2009 in Županijski glasnik Ličko-senjske županije, No. 12, describe the symbols in Articles 5-6, repeating (although not word for word) Articles 13-16 from the previous Town Statutes Statut Grada Novaljae, adopted on 23 November 2001 and published in Županijski glasnik Ličko-senjske županije.
The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.
The flag is described in Article 9 of the Decision as follows:
The flag of the Municipality of Novalja is coloured white. In the middle is depicted the coat of arms of the Municipality of Novalja as described in Article 6 of this Decision. The size of the flag is 2 m x 1 m.

The coat of arms is described in Article 6 of the Decision as follows:
The coat of arms of the Municipality of Novalja is a heart-shaped shield coloured blue charged in the middle with an early Christian cross as found in Novalja, consisting of the letter "P" (thus the cross designates Christ), also meaning "PAX" (Peace). The cross is golden (yellow coloured) depending on the role. The ratio of the height to the width of the shield is 1:0.8.

The ceremonial flag, not described in the Decision, is described in Article 6 of the Town Statutes as follows:
The ceremonial flag of the Town (gonfalon) is dark blue with the coat of arms of the Town in the middle.
At the top part of the ceremonial flag the words "GRAD NOVALJA" are inscribed in colour.
The ceremonial flag is ending in its lower part with three ornamented tails which include colour embroidered ornaments with grapevine and olive motives.

The first symbols of Novalja are prescribed by Decision Odluka o grbu i zastavi Općine Novalja, adopted on 23 December 1993 by the Municipality Assembly and published on 28 June 1994 in Županijski glasnik Županije ličko-senjske, No. 3. These symbols were not approved by the central authorities but "inspired" the current symbols.
The flag is described in Article 9 of the Decision as follows:
The flag of the Municipality of Novalja is horizontally divided in two fields. The top field is coloured white representing the rocky landscape, and the bottom field is coloured blue representing the sea. In the centre of the flag the coat of arms is set so that its dividing bar stands at the edge between the two colours.
The side of the flag is 2 m : 1 m.
The coat of arms is described in Article 6 of the Decision as follows:
The coat of arms has a heart shape divided with a wattled bar in two fields.
The top field is blue representing the sea, with a white (silver) cross in the middle representing the abundant life of Novalja in the early Crhistian era (the cross is a copy of that from the Stomorica collection). The dividing bar is golden-yellow with the "hook" motif from the early Croatian era of Novalja. The bottom field is white representing the rocky landscape, and in the middle is a bunch of grapes coloured blue representing the richness of the fields of Novalja, Barbat, Lun and Stara Novalja. The ratio of the height to the width of the shield is 1:0.8.
The ceremonial flag is described in Article 10 of the Decision as follows:
Exceptionally regarding Article 9 of this Decision, one may use also the flag of the Municipality of Novalja shaped in the mode of medieval (old) gonfalons:
- the flag is in size 2 m : 1 m with indented bottom part and the firm base at the top;
- it has five indentations, and on the top reinforced part a hoisting rope is attached, the edges of the flag are edged with a golden ribbon;
- the flag is white-blue with the coat of arms of the Municipality of Novalja as described in Article 1 of this Decision;
- the coat of arms in the flag should not be larger nor smaller than 1/3 of the size of the base of the flag.
