Colour shades

This image shows a rectangle of 360x217 lighter than B----. Do we have a source for this? Is there any reason to use this particular shade, or are we free to follow our guidelines by using actual B---- (<gt-re-ch1.gif>), the lightest blue we define B-- (<gt-re-ch2.gif>), or do we know nothing about the shade and should we use a simple B (<gt-re-ch3.gif>)? I assume the 217:360 is supposed to be 3:5.
(All three drawn at 216:360, being 3:5, with a light grey back ground, and width a four-colour palette so some older software doesn't choke on them.)
