A "Lieger" is a vessel, or better: a swimming platform, with own actuation and unable to move without towage. A houseboat would be an example. The former versions in Hamburg harbour often were working places. One of them, LANGER CAESAR, has been recently restored and is now some kind of a swimming mini museum and represents a supporters' club and a club of houseboat owners.

The flag is a celestial blue over white over celestial blue horizontal triband. In the white stripe are black initials: "HHLV".
Source: I spotted this flag in Hamburg Sandtorhafen on 25 Jun 2010.
