According to Stadler 1971 the flag is a red-yellow-red triband with coat of arms, see also Ralf Hartemink's webpage.

Description of coat of arms: The red shield is divided by a golden (= yellow) bend fimbriated silver (= white). The bend is imposed by an inscription in black capitals. "FIDELITAS".
Karlsruhe is a relatively young city. It was founded around the castle of Marques Karl Wilhelm of Baden-Durlach in the Hardtwald grove in 1715-1718. The arms were granted to the young city in 1718. The main division of the field are the lesser arms of Baden in inverted colours. The motto of the "Order of Fidelity" was added and written onto the bend. The pattern of seals differed slightly in the 18th and 19th century. In 1895 the colours of the arms were fixed due to the deed of approval from 1718, but the fimbriation was added.During the 18th and 19th centuries the colours were often identical to the arms of Baden.

This flag was given to my father in the late 1970s while he was in Karlsruhe, West Germany. He is not sure, but thinks it may be a city-specific flag. I have crawled the internet, but cannot find a match to this flag.

According to the coat of arms this is the flag of Neureut, a borough of Karlsruhe.

Neureut Coat of Arms

Description of coat of arms:
The shield is divided per pale into golden (= yellow) and red. The only charge is a sling in counterchanged colours.
Neureut overtook the arms from the incorporated former municipality of Teutschenreut in 1959. Teutschenreut used seals displaying St. Mary since the early 16th century. Prints exist since 1565. In the 19th century Teutschenreut introduced the sling (local language: Hafte), which according to Stadler probably was derived from a horseshoe. Neureut used the symbols of Teutschenreut from 1935 until 1959. The colours, those of Baden, were fixed in 1959

Banner and coat of arms were approved on 27 January 1959 by minister of interior of Baden-Württemberg, published in GABl 128/1959.
Neureut (Baden) was incorporated into Karlsruhe on 1 January 1975, published in GesBl 248/1974.
