Judging by the old NS arms, this was from the Nova Scotia Technical College, now part of Dalhousie University, Halifax.

The Corps was formed in 1908. This contingent was formed in 1914. The crown
makes this a pre-1953 item. The University, whose seal forms the essence of this
banner, was founded in 1877. The dimensions are not given, so it's hard to tell
if this is a podium banner or a larger wall banner, or something else. The fact
that this banner has a reverse side with reversed lettering suggests that only
the obverse is meant to be seen.
