Mérida is a city in the Municipality of Libertador; as such, this is the flag of the Libertador Municipality. At least probably was; though its possible it never existed.
The Spanish Wikipedia has a page including information about the flag
but simply describes the flag;
no references to this flag, however. Instead, I found a white flag with the coat
of arms centered upon it. Above the coat of arms is the capital's name, "MÉRIDA", below it the words "MUNICIPIO LIBERTADOR"
