Found flag of Charles town on the city's official Facebook account: https://www.facebook.com/cityofcharlestown/photos

It appear to be a light grey field with a dark bluish border. In the middle is the coat of arms of the Washington family, as Charles Town was founded by Charles Washington, who was a member of the Washington family. Above and below the arms are two white banners with black outlines. The top banner says "1786", the year Charles Town was incorporated as a city. The bottom banner says "Charles Town".

According to an article by the Spirit of Jefferson Farmer's Advocate, Charles Town's flag is gray and blue for the area's Civil War heritage (blue the Union's color and gray of the Confederates as you can expect). Of course, the coat of arms does symbolize the city's deep and abiding heritage related to the Washington family. I would say it was adopted sometime early in 1990 for America's independence day, noting the article's publication date.
