Virginia Heritage at Lee's Parke an unincorporated housing development area
located in Spotsylvania County, just outside of Fredericksburg on the
Spotsylvania County Parkway. It is one of many communities which are
self-contained residential zones which have populations of small towns, but have
no other infrastructure other then residential homes. Most of them are
constructed by a single real-estate developer. There are some occasions in which
they will create a flag for the community, usually displaying at the entrance to
the community.
The flag is the community logo on a blue field.

I can confirm that the flag in David's email was flown at the entrance to
the subdivision, along with the American and Virginia flags, from the opening of
the housing community around 2010 until about 2021, when it was so faded and
tattered that it was removed. It has not yet been replaced, leaving only the
American and Virginia flags currently flying at the entrance to Virginia
Heritage, along with an empty flagpole. My understanding of the property rules
and ordinances here in Spotsylvania County is that while the real estate
developer may have gifted the original flag to the community, any replacements
will have to be purchased and funded by the local home owners' association.

The logo contains a yellow fleur-de-lis in a blue disc, which is encircled by a black ring. The emblem separates a black line with the shortened community name underneath.
