The flag of Stafford County is white with the County Seal depicted thereon. The Seal contains the Courthouse which is red brick with white columns, a white triangular roof line and a white bell tower. A blue sky frames the top of the building. The sidewalk appears as white with green grass of both sides. An American flag is flying from a flagpole on the
lawn. Circled around the Courthouse is a black border containing fringes of white on its inner and outer surfaces. Within the black border and above the Courthouse is "STAFFORD COUNTY VIRGINIA" in white letters. The phrase "PROGRESS SINCE 1664" appears in the border under the Courthouse.

Pursuant to Sec. 1-13 of the Stafford County code;
(a) Adoption of seal. The seal of Stafford County is hereby adopted to be the seal currently in use by the county as of this sixteenth day of June, 1987. Briefly, described, this seal consists of a picture of the Stafford County County Courthouse in a circle, surrounded by the words "STAFFORD COUNTY VIRGINIA-PROGRESS SINCE 1664." Ratio seems to be 3:5.

I contacted the local Stafford County Sheriff's Office here in Virginia and asked questions about their flag. First Sergeant David Stout, Jr., replied to my queries with the following information:

We have several size flags:
3x5 flag used for indoors (i.e. training rooms, offices open to the public
4X6 flag used for Honor Guard or Color Guard Ceremonies
5X9 flag used for funerals and draped over a casket
The Sheriff's Office flag has a white background with our badge in the center of the flag.There is a banner above and below the badge. The banner above the badge says Stafford County and the banner below says Sheriff's Office. At the very bottom of the flag it says "Committed to Excellence." The Sheriff's Office has four streamers and they list our core values which are Professionalism, Integrity, Compassion, and Fairness.
The colors in our flag are black and gold and they represent the colors of our uniform. Our core values are listed on the flag and the flag has the appropriate badge that the Sheriff of Stafford County wears. The flag has the quote "Committed to Excellence" which has been used in the office since the early 90s.
The Sheriff's Office flag was adopted in 2011 prior to that we did not have a Sheriff's Office flag. The flag was approved by the Sheriff and that is how it was adopted after going through numerous design changes.
The Sheriff's Office flag is used within the building in areas open to the public and gatherings for deputies to include roll call and certain suites within the Office. The Sheriff's Office flag is used when posting the colors at events in the county and outside the county. The Sheriff's Office flag has been used at MLB and NFL games.
