The city of Eugene has informed me it has no flag.

In fact, the city does have a flag, visible at city buildings, which is the now obsolete city logo on a white background. Old logo is visible here: resources.oregonapa.org/node/93
As of this month, however, it is no longer current, and a new logo has been adopted, now visible at the city website: www.eugene-or.gov/

In terms of the new logo appearing on a flag, there is likely no rush to change the current one:
"There are no plans for a quick rollout," Medlin said. "It's a gradual rollout. So, as things need to be replaced or new materials developed, you'll be seeing the new logo. The old logo will remain common, on such things as vehicles and signs, until those are up for replacement."
