According to the city's Service - Safety Director, David Swackhammer, the flag was adopted in 1961 as part of a city flag contest, though had not flown for several decades, with few knowing of the flag's existence. He was kind to send me a document of the adoption, as well as a photo of it as well.
RESOLUTION 5-61
A RESOLUTION AND THE ADOPTION OF OFFICIAL FLAG FOR THE CITY OF JACKSON, OHIO.
Whereas, the Jefferson Howe Post of the American Legion of the City of Jackson, ohio, recently held a contest for the desining and making of proposed flag for the City of Jackson, Ohio, and;
Whereas, a flag designed by Marsha Lana Cummings, was selected by the Judges as the winning design, and;
Whereas, a flag made by mrs. La Rene Finfrock, was selected by the judges as the original prototype of the city flag, to be recommended as the official flag of the City of Jackson, Ohio.
Now, therefore, be it resolved by the council of the City of Jackson, County of Jackson, the State of Ohio;
Section 1: That the flag designed by Marsha Lana Cummings, the original of which was made by Mrs. La Rene Finfrock, and recommended by the American Legion host of the City of Jackson, Ohio, be and the same hereby is adopted and declared to be the official flag of the City of Jackson, Jackson County, State of Ohio.
Section 2: That Marsha Lana Cummings be and she hereby is officially recognized and complemented as the designer of the flag hereinfore adopted, as the official flag of the City of Jackson, Ohio.
Section 3: That Mrs. La Rene Finfrock, be and she hereby is officially recognized and complemented as the maker of the original of the flag herinabove adopted, as the official flag of the City of Jackson, Ohio.
Section 4: That a photograph of the above mentioned flag be attached hereto and made a park hereof.
Section 5: That this resolution shall take effect and be in force from and after the earliest period allowed by law.
Passed in Council this 13th. Fay of November, 1961.
