Description of the flag

The flag is a white field with the city seal in the center. The new flag was probably introduced the same time as the new seal.

Previous flag

The previous flag depicts a horizontal tribar with a semicircle on the hoist side of the flag. Inside the semicircle is the previous city seal, which depicts a sun rising over mountains, with the city and the Ohio River in front of said mountains. I'm unsure when exactly this flag was adopted, though it was probably at some time in the early 1990s, judging by the context in the newslip.
