Although the photos are not complete, they suggest the flag has a
red background, white border, and text around the seal, rather than
extending on its sides. The words appear the same. A greyish light blue is used instead
of a bright green.
I could not find any photos of the flag now on FOTW,
which appears to come from Wikipedia.

This variant of the flag has a white cubist-textured field with a narrow blue-white-green edge. Centered is map of Indiana extending from the full height of the white field over which is blue bar and ring, edged in white and green, bearing the name CITY OF RICHMOND on the hoist part of the bar and GATEWAY TO INDIANA on the hoist part, and inside the wring a green disk edged white, bearing a white and green-line eagle, wings spread, with the US shield in the center. On the fly edge of the ring is a white five-pointed star.
