The Customs Revenue and Border Protection Act 2014 prescribes a Customs flag at Section 18, 'The Customs flag is the Tuvalu national flag with the addition of the words - Tuvalu Customs Revenue and Border Protection Service.'
The previous Customs flag prescribed to 2015 had a Union canton, blue upper
fly and white lower flag half with 'HMC' in bold black thereon. The same design
was prescribed for the British Solomon Islands, Fiji, Gilbert and Ellice
Islands, and a similar one with the red cross canton for Tonga.

It seems that this legislation is still valid, so I made a possible variant
of this flag, but I haven't found any pictorial evidence of using this flag in
real life.
