It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of green and yellow.

Shield Or semi of flax blossoms Azure, a chestnut tree eradicated Vert fruited Argent, on base two distaffs Sable in saltire with yarns Azure. Mural crown Argent with four visible towers (village rank) and white scroll reading in black upper case serifed letters "SOUTELO - VILA VERDE".
Meaning:
The tree is a canting element, as the name means something like little chestnut grove. Distaffs and blossoms are alluding to the production of linen, an important business line all over the municipality.

Soutelo is one of the 21 communes of Vila Verde Municipality not affected by the 2013 changes; it had 2124 inhabitants in 2021 and covers 4,71 km².
