It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue field.

Coat of Arms

Shield Argent with base wavy of Vert and Argent, a plough Azure flanked by two hydrangeas Azure stemmed and leafed Vert, on chief an open book Or bound Gules superimposed by a palm frond Gules. Mural crown Argent with three visible towers (village rank) and white scroll with black inscription "SANTO AMARO - VELAS".
Meaning:
The base wavy is a representation of the Atlantic Ocean. The plough is symbolising agriculture. The palm frond is the default attribute of Christian martyrs, here representing St. Amarus the Pilgrim, the local patron saint.

Presentation of Santo Amaro

Santo Amaro is one of the six communes of Velas Municipality. It had 862 inhabitants in 2011 and covers 21,23 km².
